介護予防に期待するもの The Effectiveness by the Preventive Caring 伊藤, 春樹 ITO, Haruki 介護保険制度の改革が決定し、介護予防を柱とした見直しが着々と進んでいる。その効果を活かすように制度を運用することは、保険料を納める市民にとっても重要なことである。そこで、今回示された暫定的な見直し案を参考にして、介護をどのように捉え、この制度の見直しを実行していくかを考案した。また、より効果的に見直された制度を運用するにあたって、小樽市と栗山町の過去5年の結果を例として検討することで、見直しを実現する際の問題点を明確にするとともに、介護保険の運用法と今回提案された介護予防の概念、及び普及策について論じた。 The reform of system of nursing care insurance has decided, and the review of it is in progress steadily based on the thought of preventive nursing care. It's important for the citizens who pay insurance premium to make the most of the system effectively. Then I deliberate how we practice the review of the system, and how we understand the nursing care by referring to the provisional plan that was submitted this time. Now, when we apply the review system more effectively, we have to define the problems of it by considering the result of this five year's instances about Otaru-shi and Kuriyama-chou.
