In the mid-1970s,Hokkaido took\nthe initiative in promoting early detection and rehabilitation as measures against\ncerebral palsy. However,given Hokkaido’s geographical conditions,the treatment\nof those with cerebral palsy who lived in sparsely populated areas was extremely\ndifficult. To reverse the situation, the Hokkaido government sought to develop a\nmore effective rehabilitation system, and therefore commenced full-scale regional\nsupport based on a tertiary bloc concept. In response to this scheme proposed by\nthe Hokkaido government, the Hokkaido Infant Rehabilitation Study Group was\nestablished in 1987 with the aim of collaborating with representatives in charge of\nregional rehabilitation. This year marks the 30th anniversary of the study group’s\nactivities.
