内容記述 In early 1970, Hokkaido Fukushi-mura (Welfare Village) was constructed in the Mogami district of Kurisawa Town as a final abode for those with cerebral palsy. It was modeled after a facility in Bettelheim, Germany. The construction of this “welfare village,” which was a long-cherished wish of those with cerebral palsy and their families, was realized as a result of concerted efforts by the parents of children with cerebral palsy, their families, and those related to education, medical care and childcare. What sparked off the movement was an encounter between Toshiaki Sato, a teacher at the Makomanai School for Handicapped Children, and Mr. Shiro Abe, who had been unable to receive a school education due to his exclusion from school. Mr. Abe told the teacher that he had not been permitted to receive even compulsory education in those days, and that he had no means of earning a living, let alone a place where he could live independent from his parents, nor a facility where he could live in peace all his life after his parents passed away. His parents were extremely worried about this. The teacher established the Welfare Village Construction Promotion Committee in collaboration with Masami Hirakawa, Kiyoshi Ota and Keiko Azuma, who were all teachers at the Makomanai School for Handicapped Children, and this collaboration initiated the movement to construct the welfare village. This thesis reports the 50-year history of the movement, in which those teachers have made strenuous efforts so that those with cerebral palsy could live comfortably in the welfare village after the construction of that village was realized as a result of the long-standing movement.
