It is said that Special Needs Education is education for students in consideration of individual educational needs according to MEXT. In Japan, children with disabilities usually attend special schools separated from regular schools. However, it seems that the level of inclusive education in Japan is not so different from that in UK and in USA, as only 0.6% of children attend these special schools. It is difficult to achieve inclusive education when children with disabilities can only be provided with an effective education by through special needs education.
