| 内容記述 | 本稿の目的は、2011年3月に発生した東日本大震災における福島県からの避難親子に対し、隣県にあるP市の行政とNPOが行った子育て支援の取り組みを検証し、その課題を明らかにすることである。P市を調査対象にした理由は2つある。第一に、中越新潟大震災を経験しており、災害時に即起動できる体制を整えていたこと。第二に市内に3か所の全天候型子育てセンターを有し、そこを拠点として平素から子育て支援に力を入れていたことである。調査はフィールドワークと関係者へのインタビューによって行った。その結果、避難所への出前保育の実施や、保育所・一時預かりにおける費用免除、避難者が子育て支援センターに行くための移動手段の確保、住宅費用の3年間免除など多くの対策が震災後の早い段階で実施されていたことが明らかになった。その一方で、現場の保育職員やP市民一部からは、避難者に対する無理解な言動もみられ、避難者支援に対する認識統一の点が課題として残された。またP市に本拠を置くNPO「N」は避難してきた親子に対する対等な立場からのエンパワーメントを目標に「福島サロン」を継続し、行政とは異なった親子支援を展開していることが注目される。災害時の親子支援を通して、日常の子育て支援の在り方を逆照射し考察した。 | |||||

| 内容記述 | This paper is aim to reveal Childcare Support Systems toward the families who took refuge from Tohoku Pacific Ocean Earthquake and moved to city P in Niigata prefecture. As city P experienced Chuetsu Earthquake at 2004, city government took action especially for refuge families immediately. For example, they dispatch delivery nurseries to a safe shelter,also they decided to make exemption of the fee for Child daycare, taxi fee for transfer with children, and so on. On the other side, No Profit Organization also prepared some useful action for refuge families. "Fukushima Salon"is one of the impressive project. Mothers from Fukushima speak out their difficulties result from Tohoku Pacific Ocean Earthquake. Through their speech they felt that they empowered by themselves. From these case studies, we found that supporter or assistance should have equal terms on injured person. And we emphasize that we have t to support not only children but also their mothers and fathers for their wel being. | |||||
